JOB TITLE: Assistant Regulatory Affairs Manager Malaysia & Singapore, Brunei

JOB PURPOSE

KEY RESPONSIBILITIES

Handling Expertise & Acquisition of Rules or HEAR:

  • Act as the First Point Of Contact (FPOC) for compliance expertise in their area of responsibility (one or more MCOs)

  • Co-ordinate collection and assessment of relevant regulation/legislation from authorities and trade associations by external/internal experts

  • Define local regulatory requirements and convert them into standardized rules, then input into automation/externalization tools

  • Maintain regulatory rules and knowledge for automation/externalization tools

  • Review and assess relevant regulation phrases defined by GRAM/RRAM in automation tools (RADAR, FAsT)

  • Monitor and assess the impact of regulatory change, and work collaboratively with GPC

  • Assess the compliance capability and quality of third parties (PSO, 3PM)

Regulatory Submissions  (for PC, BW & Nutrition (where applicable)) :

  • Operate compliance business processes where a local presence is mandatory (e.g. registrations), or handles the execution via 3P

  • Act as Dossier Submission & Defense (DSD) role; Deliver documents to authorities (MOH MY, HSA SG and MOH BR) and follow-up in their Authorities.

  • Ensure timely and accurate submissions in compliance with regulatory requirements.

  • Act as First Point Of Contact for product audits by authorities in Malaysia, Singapore and Brunei (Cross PC, BW and Nutrition) .

  • Act as First Point Of Contact for Post-launch compliance challenges by Authorities (MOH MY, HSA SG and MOH BR)

Compliance Management:

  • Compile, monitor and interpret regulatory requirements and ensure company compliance.

  • Develop and implement compliance policies and procedures & Provide regulatory guidance and support to other teams.

  • Compile and monitor deviation cases

  • Consult with the GPC teams (division/capability) to adapt global ways of working and receive expertise guidance for compliance issues or improvement.

  • Inform GPC teams (division/capability) and CPC on regulatory changes

  • Input and content governance for processes and tools

  • Leverage global engagement to enable regional implementation or improvement of automated/outsourced processes for the Cluster in collaboration with the GPC Division/Automation/Process team

  • Assist in preparing for regulatory audits and inspections.

  • Leverage relevant global expertise and knowledge where required for authority audits or other challenges within the cluster

  • Compile, address any findings and implement corrective actions/ close finding

Update for Stakeholders :

  • Registration applications status to the stakeholders and RA BG leads

  • Any issue and any compliance deviations to related stake holders and RA Country Leads, and ensure all the compliance deviations targets are achieved by related team/stakeholders.

  • Status Audits or inspections to related stake holders and RA local Country Lead

Documentation and Record Keeping:

  • Maintain regulatory files and documentation.

  • Ensure all records are up-to-date and easily accessible.

  • Monitor and assess the impact of regulatory change, and work collaboratively with CPC Division

  • Maintain regulatory rules and knowledge for automation/externalization tools

 DIGITIAL TOOLS  

  • Manage, Maintain and ensuring that implementation of Compliance and RA Digital tools smoothly landed and respond.

WHAT YOU'LL NEED TO SUCEED

Education:

  • Bachelor degree in Science or equivalent degree

Experience:

  • minimum 3 years experience in Regulatory Affairs 

  • Good communication skills in English, both written and verbal

  • Experience and expertise in local regulations/legislations (one or more categories is an advantage)

  • Ability to liaise with other functions in Unilever and with Authorities

  • Working knowledge in advocacy and negotiation skills;

  • Capable to engage and manage stakeholders

  • Attention to details, very-well organized, and logical/systematic thinking 

Skills

  • Analytical and problem-solving 

  • Good interpersonal and negotiation skills

  • Good Oral and Written English Communication

  • IT Skills (proficient in MS Office (Word, Excel, Power point))

  • Expertise in Cosmetic & Food regulation and legislation

  • Risk Communication
